While theirs a few good choices here, it really came down to two for me.
Samus K Pheonix was the first women's champion, played by Ayen when nobody knew it was actually him playing her for a few months before Assassin checked ip's. We all know Ayen plays women well. Unfortanetly Assassin made him delete Samus so the title was vacated.
Raisha Saeed is my choice though. She didnt take crap from anybody, and BG also played Sylvia pretty well, but Raisha was her main. I remember most people thought it was a CAW, because nobody watches TNA. Raisha is the only 2x women's champion.

Kate IS a former champion... so is Danielle Deathstrike, but that's for another story...
As for my vote, right now, I'm undecided atm... Simply because I've got a four way tie amongst Kate, Raisha Saeed, Mickie James, and Nattie Neidhart... Even I don't believe that Double D was up to par with those four... even though I did beat mickie three weeks in a row
